In his book, the Republic, Greek philosopher Plato had claimed that Polis(which is the primitive prototype of a country) is made by people's need to cooperate and he believed that justice plays a key role to establish successful Polis. In order to build good Polis, he saw right justice has to be carried out through the community's political system. I definitely agree. However, in modern society, it is quite challenging job to define what justice is. Even the recently-published 500 paged bestselling book, which focused on defining justice, struggled to give an exact answer. So I would like to give my opinion on what should government do to be successful, instead of explaining the meaning and appliance of justice.
First of all, I believe a successful government should let their people achieve their potential. This represents that people should have right and freedom to work on what they want to do. This will consequently lead them to make best performance, which is connected to productive outcome. In this context, necessarily, a good government should be responsible for allowing people to take their share. In order to distribute this value to people who deserve it, the government needs to erect the right principle which penetrates overall aspects of society including judicial and financial system.
Second, a government should treat their nation in equal manner. Discriminating people by certain standard provokes people to be disintegrated and finally impede them to form an advanced society. Take the Korean history as an example. In the past, there had been numerous rebellions in Korea Peninsula, caused by harsh class discrimination and it is believed to be critical deficiency on progress of ancient Korean dynasties.
There is also an opposite case of Roman Empire. Many historians pick one of the main reasons that Romans enjoyed the long period of peace and prosperity as the even treatment to the indigenous people living in occupied areas. They offered the foreign nations with Roman citizenship once they conquered them and by this reason, Romans could flourish their empire with remarkable cultural divergence and mighty army. These two specific historical facts obviously indicate the way that a successful government should follow.
I like your writing because I agree with your opinion, it's quite good. The 4th paragraph should be included in the 3rd one, though. It talks about another example of how a government should treat their citizens right?

I am aware of the fact that it is much harder for a government to lead its nation to right direction than it is said. However, a successful government should never surrender its effort to be loyal to its established principles. Sticking ceaselessly to its principles would guide it to the government which is evaluated as ‘Successful Government’ by its nations.
